A Waterbury store clerk was shot in the neck and is now paralyzed from the neck down, according to a prosecutor. The shooting that nearly took the life of 61-year-old David Shand, occurred at Bucks Hill Market around 11 a.m. on Sunday. The suspect is 19-year-old Tony Dupre, who allegedly shot Shand without warning in an apparent robbery. This random act of violence is something that has many Waterbury residents’ shaken and looking for answers.

Crimes like these can happen anywhere at anytime. All it takes is one madman with one gun. Whether in the park with your children, or in the comfort of your own home, it seems as though none of us can ever be completely safe in the world we live in. The harsh reality Shand and store clerks around the world have to face everyday, is the fact that their store has the potential to be a target for armed robbers. Mr. Shand’s life is now changed forever at the hands of this deranged gunman. Being a store clerk generally isn’t thought of as a “dangerous” job. However, according to the 2009 FBI Uniform Crime Reports on robbery in the United States: six percent of all robberies take place at convenience stores. These are work place tragedies that have the potential to turn fatal if the situation escalates.

When incidents like this happen, the victim is more than likely entitled to receive Workers’ Compensation benefits due to the injury on the job. When a tragedy like this, or similar to this, happens, the victims often develop PTSD. Recent laws passed after the Sandy Hook tragedy allow for workers’ compensation benefits to be paid to the employee. The PTSD would have to be linked directly to witnessing a traumatic event or the immediate aftermath of such an incident. Similar laws are in effect in Massachusetts, Rhode Island and New York.
